The safety aspects of work on board ship are a major concern for shipowners and seafarers alike. It also deals with the perennial problems of anchoring, mooring, access to the ship, use of hoisting devices, general cargo working, maintenance and so on, taking account of the growth and changing nature of sea-borne commerce in recent years. The code, which has been drawn up by an international group of experts, is intended for all those concerned with safety and health on board ship. This publication aims to provide guidelines based on best practices employed in many maritime countries, which can assist ship owners, seafarers and governments to improve conditions and reduce the number of accidents on board ship. These Regulations may be sited as the Merchant Shipping Safety Officials and Reporting of Accidents and Dangerous Occurrences Regulations, , and shall come into operation on the 1st day of July, Any reference in these Regulations to "the Code" shall include references to any document or documents amending the Code which are specified in the Marine Notice. This Part of these Regulations applies to all ships registered in the State other than non-sea-going ships, fishing vessels, and pleasure craft. It shall be the duty of the safety officer to use his best endeavours to ensure that the provisions of the Code and the employer's occupational health and safety policies are complied with, to improve the standard of safety consciousness among crew, and to—.
